The draft National Human Rights Commission Act, 2026 proposes the legal framework governing the Commission’s composition, appointments, powers, functions, and administrative and financial management. While welcoming several positive additions to the Cabinet-approved draft, TIB has raised concerns over several key sections that may undermine the Commission’s independence, institutional autonomy, and effectiveness. TIB has therefore presented 25 recommendations aimed at establishing an independent, pluralistic, accountable, and effective Commission consistent with the Paris Principles.
