Good Governance in Upazila Land Offices: Data-Driven Analysis and Recommendations from Community Monitoring

Land is one of the most important service sectors in Bangladesh, closely connected to people’s family, social and economic activities and way of life. Ensuring accountability and good governance in land services, as well as monitoring and improving service quality, requires the active participation of local communities as partners of the government. Land services are vital due to the management of both public and privately-owned land. particularly the execution of land transfer processes, registration, land surveys, record management, and preservation. The sector also generates significant annual revenue for the government through land development tax, leasing of water bodies (jalmahal) and sand extraction areas (balumahal), and scheduled leased properties. To make service delivery easier, the process of digitising various land-related services is currently underway. Considering the importance of this sector, TIB regularly conducts research on different land-related services and, based on the governance challenges identified in these studies, undertakes advocacy initiatives to address them. One of the key objectives of Transparency International Bangladesh’s (TIB) ongoing Participatory Action against Corruption: Towards Transparency and Accountability (PACTA) project is to identify problems in key service-providing institutions through community monitoring by local citizens, and to promote citizen-led initiatives for solving these problems in collaboration with the relevant authorities.

Under the PACTA project, between January 2023 and December 2024, 46 Upazila Land Offices have been selected for community monitoring.
