The main objective of this study is to review the governance challenges in the implementation of secondary education programmes (general stream).
The specific objectives are to:
1. identify the legal and institutional limitations in the implementation of secondary education programmes;
2. identify the gaps in transparency and accountability in the implementation of secondary education programmes;
3. identify the types and extent of irregularities and corruption in the implementation of secondary education programmes; and
4. formulate recommendations to address the existing challenges.
