The main objective of this study is to explore the challenges of good governance in the management of public libraries and identify ways to address them.
The specific objectives are to:
- review the laws, rules and policy frameworks relating to public libraries;
- identify institutional limitations in service delivery and management, and assess their effectiveness;
- identify the types, areas and extent of irregularities and corruption in service delivery and management; and
- formulate recommendations to address the existing challenges.
