National Curriculum and Textbook Board (NCTB): Governance Challenges of Manuscript Development and Publication Management and Way Forward

Education is one of the fundamental rights of human beings. The Constitution of Bangladesh has recognized education as one of the basic necessities of life. Considering its importance, education is treated as a priority sector in Bangladesh. The government’s current priorities in the education sector include preventing the low completion rate of schooling, especially at the primary level; reducing disparities between the rich and the poor; setting both quantitative and qualitative targets for secondary and higher education; making efforts to harmonize curricula across educational institutions to achieve the set goals of various curricular and textbook objectives (Seventh Five-Year Plan 2015–16 to 2019–20); ensuring quality education and training at all levels to produce skilled and ethically strong human resources (National Sustainable Development Strategy 2010–2021); and expanding moral education as an integral part of general education (National Integrity Strategy). Some of the core goals of the education sector are to achieve universal primary education, eliminate disparities in education between rich and poor, create a new generation enriched with technological skills and scientific knowledge, and overall enhance the quality and equity of education (Vision 2021). In line with one of the key goals of the internationally recognized Millennium Development Goals (MDGs), the government is committed to ensuring the inclusion of all children in primary education.
