Governance in Beneficiary Selection of Vulnerable Women Benefit (VWB) Programme: Realities and Recommendations

As part of its multifaceted research, public engagement, and advocacy programmes aimed at strengthening the social movement against corruption and establishing good governance in the country, TIB conducts field-level, monitoring-based advocacy activities with great importance to ensure transparency and accountability in government programmes and services for marginalised, lagging behind, and disadvantaged communities.

The main objective of this review report was to analyse the limitations of the circular regarding the VWB programme's selection criteria and its practical challenges at the field level, and to propose policy and directional recommendations for the relevant authorities based on the findings of the beneficiary list verification conducted by TIB's stakeholders. Notably, recognising the need for specific field-level monitoring on the extent to which the inclusion and exclusion criteria for selecting destitute women as beneficiaries were being followed, TIB first initiated the verification of beneficiary lists in 2015. The objective was to play a supportive role in bringing about positive change by involving relevant stakeholders to ensure greater transparency and accountability in beneficiary selection. With the support of the TIB-inspired Committees of Concerned Citizens (CCC), members of Youth Engagement and Support (YES) completed the verification of lists from 948 unions under 101 upazilas in a total of 43 districts over three cycles (2019-2020, 2021-2022, and 2022-2023).
