The Report
Card survey is a simple but highly flexible approach for organizing
public feedback.
Objectives
of a Report Card Survey
1.
Generate citizens' feedback on the degree of satisfaction with
the services provided by various public service institutions.
2.
Provide an instrument to assess and highlight dimensions of public
service delivery in a community.
3. Find out the
nature and level of corruption in the public service delivery institutions.
Stages
of conducting a Report Card Survey
1.
Identify a theme or issue or institutions on which one can
develop Report Card study.
2.
Identify the geographical area, in where one can conduct Report
Card Survey (local/regional/national).
3.
Identify the respondents from whom one can collect data about
the selected public service delivery
institutions.
4.
Identify the sample size.
5.
Identify the procedures or sampling technique for the selection
of the required sample size.
6.
Identify the nature and types of corruption, non-transparency,
lack of accountability, types of irregularities in the identified
public service delivery institutions and prepare the draft questionnaire
on the basis of the identified nature and types of corruption,
non-transparency, lack of accountability, types of irregularities
in the identified public service delivery institutions.
7.
Make a pre-test of the draft questionnaire and finalize the questionnaire.
