Independence Day observed

Different YES groups formed under the aegis of TIB undertook range of programmes to observe the Independence Day 2010. These include anti-corruption cartoon exhibition, photography exhibition and film shows on the liberation war of Bangladesh. The exhibitions were viewed by some 5,000 visitors.
Anti-Corruption Cartoon Exhibition: Members of the YES group of Institute of Social Welfare & Research, University of Dhaka organized an anti-corruption cartoon exhibition during March 27-29. The programme was inaugurated by the Director of the Institute, Dr. Mohammad Samad.
Film show on Liberation War: Five films related to our liberation war were shown at Stamford University during 28-29 march. The main purpose of this festival was to spread the spirit of Liberation War among the youngsters.
Photography Exhibition: During 23-25 March 2010, YES Group of ULAB (University of Liberal Arts Bangladesh) organized a Photography Exhibition to observe the Independence Day. Pro-VC of the University Mr. Imran Rahman, YES Advisor Mr. Abdullah Al Mamun, other teachers and YES Members of the YES Group were present in the inaugural program. The photographs displayed on our liberation war riveted some 4,000 visitors.

TIB concerned over reported efforts to weaken the ACC

Transparency International Bangladesh (TIB) is deeply concerned that proposals to reform the Anti-Corruption Commission (ACC) finalized by the Cabinet Committee, as reported in the media, are not consistent with the commitment of the government to ensure independence and effectiveness of the Commission.
TIB urged upon the government to ensure that corruption in the public service remains within the jurisdiction of the ACC with no need for prior permission. Offences committed in good faith, if any, should be determined in the Court of Law, not through any blanket waiver.
TIB submitted a set of 18 proposals to the Govt. It is also proposed that a Citizens Advisory Committee composed of non partisan prominent citizens of high integrity honesty, and credibility can be provided for in the law to advise and evaluate the work of the ACC. Citizens Sub-committees can be created to advise ACC on specific areas of work in the filed of prevention like education, awareness and civic engagement.

Daylong anti-corruption campaign held

A daylong Anti-Corruption Campaign was organized by YES Group of Dept. of Management Studies, University of Dhaka on 24 March. The venue was the Conference Hall and the premises of Faculty of Business Studies. In the programme, divided into four segments, seminar on 'Sustainable Business and Ethics Problems and Prospects in Bangladesh', anti-corruption cartoon exhibition, signature campaign, and film show were organized. Prof. Dr. Md. Sirajul Islam, chairman of Management Studies attended the programme as the chief guest. Special guests were Ziaur Rahman and Mahmud Hassan. In this programme anti-corruption messages were reached to near about 500 students of University of Dhaka.



 
   
Anti-Corruption Debate Competition & Training


With the slogan ‘The invincible youth shall surely resist corruption’, Transparency International Bangladesh (TIB) and Bangladesh Debate Federation (BDF) jointly organized a two-day Parliamentary Style Debate Competition at school level during 28-29 March at Willes Little Flower School & College. Advocate Sultana Kamal, Executive Director of Ain O shalish Kendro & Treasurer of TIB Board of Trustees was present as chief guest in the inaugural programme. Organized on the theme ‘corruption and good governance’, the programme was divided into two sessions. The training session was held in the first half of the programme. Prominent debaters discussed about the rules & regulations, and the aestheticism of debate and theories of parliamentary debate. After completion of Barowary (Free Style) Debate, a total twenty top scorer qualified for the parliamentary style debate. At the closing ceremony M. Hafizuddin Khan, chairman of TIB Board of Trustees was present as chief guest while Dr. Abdun Noor Tushar, President of Bangladesh Debate Federation and Lt. Colonel Mohammad Moinul Islam Chowdhury, Principal of Willes Little Flower School and College were the special guests. A student of class eight from St. Gregory High School Souvik Kundu won the Best Debater award. Through this competition the young debaters pledged to make a corruption free nation.

Roundtable on 'Role of women MPs in Good Governance'

TIB organized a Round Table on Role of Women MPs in Good Governance at BRAC Centre Inn in Dhaka on 7 March to mark the International Women’s Day. Begum Matia Chowdhury, Minister of Agriculture attended the round table as the chief guest while Whip Shagufta Yasmin Emili attended as special guest. The Minister said, “Good governance can be established through democracy and stable environment. It is not the question of male or female but only honest person is needed to establish good governance. It is true that there is no acknowledgement of work of women from home to politics. So we should change our attitude for women’s development.” TIB submitted a set of recommendations for strengthening the contribution of women to establish good governance. The report titled Role of Women MPs in Good Governance was presented by Fatema Afroze, assistant fellow of TIB.

Investigative journalism training held


TIB & the Department of Mass Communication & Journalism, University of Dhaka jointly organized a three-day training on Investigative Journalism at BARD, Comilla during 29-31 March. Twenty one journalists working in both print & electronic media have participated. The main purpose of this training was to develop professional skill of the journalists and to inspire them in writing of investigative report on corruption and governance issues. The faculties of Dhaka University & experts working in the field played the role as resource persons. Executive Director of TIB Dr. Iftekharuzzaman, Chairperson of the Department of Mass Communication & Journalism Dr. Gitiara Nasrin, Convener of CCC-Comilla Mr. Badrul Huda Jenu, Associate Professor of University of Dhaka Mr. Robayet Ferdous, lecturers of the same department and the members of CCC were present.

Research report on BTCL released

BTTB has transformed into BTCL but the services are not yet up to standard. The clients are still being harassed from different irregularities and corruption as earlier. BTCL should be made effective and free from corruption, the discussants opined in the roundtable organized to release the report of a diagnostic study conducted by TIB on BTCL at the CIRDAP auditorium, Dhaka on 23 March. The research findings showed that besides institutional limitations many irregularities and corruption prevails in BTCL. According to the research, in order to get connection, payment of bills, transfer of connection and others services bribe has become a very common practice. The research also showed that in order to get connection 66% clients had to pay 6,000 taka on average, to settle flawed bill from 50 to 2,000 taka and 71% clients for transfer of connection paid 2,050 taka on average as bribe. At the same time, promotion and transfer on the basis of political lobbying, irregularities in training, transportation, project and auditing, CBA leaders’ corruption, money embezzlement through fraud bill, recruitment of illegal labor, and spending beyond the allocated budget exist in BTCL. Indeed, ministry’s interference on board, procrastination in decision making, recruitment of short term chairman, lack of adequate human resources, usage of old machines, pending tax, absence of customer care centre, lack of publicity, limitation of citizen’s charter, illegal VOIP these institutional limitations reign in BTCL. In order to improve these situations TIB set forth a series of recommendations notable among them: forming a board of directors with experts on telecommunication, management, business and administration, preventing interference of ministry’s in managing the activity of BTCL as public limited company etc.

 
 
   

International Women's Day observed by Dhaka YES
YES group of Ruqayyah Hall, University of Dhaka observed the International Women’s Day on 8 March through a cultural programme. The slogan of the programme was Stand up - for Women’s Rights. Prof. Dr. Laila Noor Islam, Provost of Ruqayyah hall, attended the programme as the chief guest. Besides, a seminar titled Women’s rights and leadership was held to mark the IWD at Uttara University on 25 March. Dr. M. Azizur Rahman, vice chansellor of Uttara University attended the programme as chief guest. Special guests were dean, registrar and faculties of Uttara University. YES Advisor Prof. Md. Khairul Islam Khan chaired the programme. In the Seminar, a paper was presented by Shormindo Neelormi, associate professor, Dept. of Economics, Jahangirnagar University.

Human chain on World Water Day, 2010

TIB has observed World Water Day through a human chain with the slogan ‘Safe Water, Healthy World’ in front of the National Press Club in association with like minded organizations. The main objective of this human chain was to demand for the resolve of the problems of water sector politically with the participation of government and non government organizations, businessman and civil society. The human chain was led by the Chairman of TIB Board of Trustees Mr. M. Hafizuddin Khan. Like many other countries of the world, the Water Resources Sector of the Bangladesh is affected by corruption. According to the research of TIB, implementation of water resources laws, centralization of power, absence of accountability and transparency, this sector has been identified as one of the most corrupt sectors. On the other hand, the complaints against corruption of Tk. 4.44 billion in various projects implemented by the Ministry of Water Resources of Bangladesh during 2001-2006 is under investigation by the Anti-Corruption Commission. In the Global Corruption Report 2008 of Transparency International and Human Development Report 2006 of UN, a call was made for every country of the world and other related organizations to stop corruption in water resources sector and to consider the existing problem with importance. In this human chain Bangladesh Water Partnership, Water Aid, Dustho Shastho Kendro, Dhaka Ahsania Mission, Population Services and Training Centre (PSTC), leaders and the workers of the Coalition for the Urban Poor and the YES members of TIB were present.
