The Government of Bangladesh has decided to establish a body known as the Public Administration Reform Commission (PARC) in order to encourage greater efficiency within public service delivery agencies and a more accountable and transparent public administration system. This would help to achieve sustainable socio-economic development in Bangladesh.

TI-Bangladesh and PARC have jointly held a workshop in the southern city of Barisal and in the coming weeks will organise couple more in Bogra and Dhaka.

PARC has involved the general public and civil society organizations in its deliberation. PARC has already put forward certain specific recommendations to the Government of Bangladesh which could enhance efficiency. PARC is seeking opinion from the general public and would be grateful if you could respond to the questionnaire given below.


Questionnaire on Public Administration Reforms

NB: This questionnaire is applicable for all government/semi-government/autonomous organisation/ non-government establishment/persons. It is requested to send it to the above mentioned address to the member-secretary, Public Administration Reforms Commission by filing up questionnaire within month of the publication of the newspapers. To answer to all questions is optional. Answers may be given to those questions, which are applicable for you/your establishment, or you are interested to answer. Additional papers may be attached, if necessary.

  1. a) Transparency, b) Accountability, c) Speed, d) Efficiency and e) What steps are necessary to increase the effectiveness in ministry/division, directorate, department and all other similar government/ semi-government establishment. Mention specifically.

  2. What should be the role of the concerned government office for the development of private sector, attraction of local and foreign investment and to give overall assistance to the industrial and commercial establishments? What methodical and organisational changes do you think to be brought in the administration in this regard. Write in details.

  3. What do you think are the fields of loss in public sector. Mention the reasons of misuse. What steps do you think necessary to check loss? What lapses do you think are there in government accounts and audit?

  4. What decentralisation and devolution of government activities can be done and what should be the desirable decentralisation?

  5. How can the people's participation in administration be ensured? Mention specifically.

  6. Comment on spread of corruption. What a) institutional b) legal and c) methodical steps can be taken to check corruption. Suggest.

  7. Do you think that manpower and the number of establishments of the present government is more? If so, what methods do you suggest to balance it?

  8. What steps do you think can be taken for supervision and inspection of the activities of public administration. Write in details.

  9. How do you think the members in the administration can be made more people oriented? How do you think the service in the public sector can be developed?

  10. Do you think that the tiers for taking decision in field level, in secretariat and all other similar government/semi-government offices/autonomous/semi-autonomous establishment in present administration are excess? If so, what and how many tiers for taking decision do you suggest? Mention logically.

  11. Do you think there exists disparity among different service cadres? If so, what proposals do you make to remove?

  12. What structural/methodical changes are necessary to attract high standard of merit in government job?

  13. What steps do you think are necessary for participation of women in sufficient number in government job?

  14. How can the parliamentary supervision be strengthened to bring accountability, transparency and speed in the public administration?

  15. Do you have any comments on reform of public administration apart from these? If so, provide.

  16. What kind of administration do you expect in the 21st century in the context of the technological development, revolution in information, development in private sector and free market economy? Mention specifically.

  17. Are you interested in deliberating your views on the above mentioned topics individually? Or if you are associated with any organisation, are you interested in deliberation before the commission on behalf of that?
