Capacity Building of National Chapter - The Case of TI-Bangladesh


Developing programmes and building capacity are interrelated. TIB is building its capacity in two ways:

  1. encouraging its trustees, members and well-wishers to undertake specific tasks, such as, research, organising workshops and seminars, networking with media. Depending on the nature of work the level of honorarium or remuneration is fixed based on specific terms of reference. This creates a sense of solidarity and commitment for individuals involved with TIB as both members and non-members.
  2. TIB has also started a process, which would help to identify specific organisational needs. Below are the steps to be followed:

1. Objectives

The main objective of the process would be to translate the newly agreed strategic plan and priorities into program design in the form of

  • logical framework
  • organizational plan
  • operational plan
  • budget.

The output of the process is a set of project proposals to be submitted to the donor consortium.

2. Tasks and Duties

A team of consultants will perform the tasks in three phases (preparatory, conceptualization and writing).

(a) Preparatory Phase

  • review the present documents and related literature
  • offer a presentation on the logical framework concept for the trustees and staff members

(b) Conceptualization Phase

  • Stakeholder Analysis
  • Problem Analysis
  • Institutional Analysis of TI
  • Objectives Analysis and Prioritization
  • Preparation of Logical Framework
  • Designing Management/Organizational Structure and Process
  • Plan of Operations
  • Budget

(c) Writing Proposals

  • Writing draft proposals
  • Presentation to the donor consortium
  • Finalization

3. Methodology

The consultant will apply participatory techniques involving the stakeholders in the whole process.

4. Composition of the Team and Requirement

The team of consultants put together has planning and facilitation skills for the preparation of logical framework. The process presupposes from the team good analytical skills and sound understanding of governance, accountability and transparency. The evaluation team may compose of a project management specialist and a communication expert.

5. Duration

The team will carry out the assignment within 30 person days.

6. Report

The evaluation team will submit a report on the outputs of the conceptualization phase. The proposals including the final logical framework within a set deadline.

Fundraising

TIB has put together a group of donors. The proposals will be presented to them and it is expected that the building of TIB's organisational capacity would be the initial phase prior to commencement of any project.
